"Ah, so you're Player, eh?" inquires a rather lively old man as you approach the Neuro-Training Booth. "The name's Ludwig, but everyone just calls me 'Old Man' now. Pleasure to meet you, young friend! Now...I heard that you're looking for some mastery skills unique to von Mises?"
When you nod, he grins and pats you vigorously on the back. "You've come to the right and wrong place, Player - sure, there's some interesting stuff to learn here...but only from the machines that I happen to have a monopoly on!"
"So!" he continues, "You're into managing colonies, eh? Well, learning to become a skilled Colonial Administrator can indeed be quite lucrative. The better run your colonies are, the faster they will grow and the richer they will become - allowing them to pony up more cash for commodities that you sell to them!"
Then his expression turns serious.
"Now, it is far too easy to fall into the trap of thinking that you can pull the levers of the economy better than anyone else. Needless to say..." Old Man Ludwig turns away from you.
"One person can never know what is best for himself - let alone what is best for millions of others. The government is best which governs least, so they say. Provide a strong rule of law, a good court system, and a noble police force, and your people will do the rest. Unhindered by the shackles of a bumbling and overambitious administrator, your colonists will truly thrive...but, of course, it will take quite a bit of trial and error!"
